The meeting was called to order by Shirley Wayne Washington.


A. Rollcall by Mary E. Blair

13 Present 0 Absent 3 Vacancies (Newhallville, Beaver Hill, and Board of Aldermen)

B. Approval of Agenda

Motion to approve agenda made by William Bixby; seconded by Catherine Gootkin; motion carried unanimously.

C. Approval of Minutes

Motion to approve the September 14, 2006 meeting minutes was made by Catherine Gootkin; seconded by Mary E. Blair; motion carried unanimously.

D. Coordinator's Report

Motion to approve the Coordinator’s Report was made by Sarah McIver; seconded by Mary E. Blair; motion carried unanimously.

E. Open Floor

? Cluet Blair introduced himself as Block Watch Captain for Dixwell Block 711 and spouse of Mary E. Blair.

F. Unfinished Business

? Shirley Wayne Washington read the East Rock Management Team letter to the Board of Aldermen President.
? Shirley Wayne Washington stated that invitations were extended to the Assistant Police Chiefs to attend CRB meetings.

G. Subcommittee Reports

Evelise Ribeiro reported on BOPC activities:

? Next meeting date is November 17th
? NHPD Officer applications open with testing in January
? Gun buyback program
? Ann Tramontana questioned case #067-06-C that was on the BOPC meeting agenda. Coordinator to report back on case status.
? Robert Spirito provided a copy of a letter that was sent to the President of the Board of Aldermen, Carl Goldfield, from the Downtown Management Team requesting the appointment of a Board of Aldermen representative.


H. New Business

Shirley Wayne Washington read the recommendations set forth by the Deadly Force Task Force. There was discussion; the next Deadly Force Task Force meeting is scheduled for October 23rd.

Open discussion on CRB and community involvement. Discussion on various means to resolve current issues.

Evelise Ribeiro suggested that a formal proposal should be made to the Board of Police Commissioners indicating suggestions for recruit and in-service training.

Ad Hoc committee comprised of Juanita Wright and Easter Howard formed to put together proposal.


Motion to adjourn made by Mary E. Blair; seconded by Robert Spirito; motion carried unanimously.
